Justin Holbrook has published a working paper on Legal pluralism in Mindanao and Sulu Archipelago in southern Philippines in SSRN. He discussed the steps taken by the Philippine government to formally recognize Muslim normative obligations, including the adoption of Presidential Decree 1083, the Muslim Code of Personal Laws.
